I just took a quick look at the sources, and from what I understand,
this message is generated inside TortoisePorc::InitInstance(), if
there's no value for the key "pathfile" in the command line.

Fortunately there's a debug switch in the registry
(HKCU\Software\TortoiseSVN\Debug). Can you create that key (a DWORD) and
set it to something != 0? That should bring up a message box with the
command line. Please copy and paste the result here, it might help one
of the developers to tell us what's wrong.
