No, what you need is a Hudson that supports 1.7. Subversion 1.7.0 was
released over four months ago, and alpha/beta/RC versions of the 1.7
libraries have been around for over four months before that. (Also,
the 1.7 libraries export all the functions the 1.6 libraries do, so
it's a drop-in replacement.)

For something that will actually fix your problem, install TSVN 1.6 on
the server until Hudson catches up. Or, better, install subversion
1.6, which seems a much better fit to a server environment.
