Problems upgrading from 1.7.3 to 1.7.4 x64 tortoise svn. Loss of SVN context menu on single files.

I have two windows 7 x64 PCs both running on core i7 and fully
serviced packed.

On upgrading to 1.7.4, I can no longer get the "right-click" SVN
context menu entries when right-clicking on *individual files*, but I
can on folder names. It doesn't matter if the files are already
versioned or not, there is no SVN context section in the Windows
Explorer context menu when you right click on a single file name.

I tried all the usual things: repair install, uninstall, re-install.
Then I uninstalled 1.7.4 and tried 1.7.3, didn't work, so tried with a
repair install. None of this fixed the problem.

Eventually, I had to do a *system restore* on both machines to just
before I installed 1.7.4. This took me back to version 1.7.3 and all
is working again. So 1.7.4 is also corrupting something on the system
which prevents a re-install of 1.7.3 from working correctly.

There is clearly something wrong, as this has never happened before.
