I'm seeing this in 1.7.4 on WinXP 32bit. Also a fresh install after
uninstalling (and rebooting) the older 1.6 version.

1) Create working copy.

2) Right-click either on the folder name that contains the .svn and do
TSVN->Repo Browser

3) Right-click menu inside the Repo Browser never shows "Update item to
revision" option.

This seems to be mostly an issue in the root folder of the working copy.
  Deeper folders inside the working copy tree do seem to work correctly.
