Ah, I do beg your pardon; I haven't been clear in my bug report.

I first had *only* the TortoiseSVN client installed, which resulted in the error. Then I removed the TortoiseSVN client, and installed SlikSvn instead. That worked fine.

I double-checked by scanning my system for any sasl*.dll files, with *only* TortoiseSVN being installed. Indeed, the only SASL dlls were TortoiseSVN's copies. Running TortoiseSVN's then "svn.exe" gave the error I reported, on some specific remote repositories.
