There are 2 ways, neither has anything to do with TortoiseSVN.

1. Set up a post-commit hook on the server to send an email when a
commit is made. This generates least load on the server as no polling
is required.

2. Install CommitMonitor (look on the Tools section of
tortoisesvn.net) which can be set up to poll any repository URL and
generate notifications in the system tray when a commit is made.
