More or less.

In simple words: SVN manages copying from the "repository" to a "working copy" (Update operation)
and in the opposite direction (Commit operation).

If you want to have more users working on the files, then create a network accessible repository
(a "SVN server") and use that. (after creating it, import your files into it and stop using your local repository).
