Command line tools won't run

The CLI tools installed with TSVN appear to be linked to different DLLs than were installed. For example, if I try to run svn.exe, I get a number of errors, following error:
"This application has failed to start because libaprutil-1.dll was not found. Re-installing the application may fix this problem"
This happens with 1.7.3 and 1.7.4. I haven't checked previous versions.
