TSVN 1.7.3 hangs

I recently upgraded from TSVN-1.6.16.21511 to TSVN-1.7.3.22386 on Win7.
 Prior to the upgrade I could right click in windows explorer, browse the
repo and create a folder, delete, etc. Now when I try this the repo
browser hangs. I tested command line and it also hangs there. I can
browse the repo with no problem (also can issue an 'ls' command). I tested
on another machine (also Win7) and had the same thing happen. If I
downgrade to TSVN-1.6.x I have no hang issues.
