A few points:

1. You've posted to the TortoiseSVN Users mailing list. Tortoise is
just a client, and your issue is on the server. You need to be on
Subversion Users mailing list.
2. Subversion 1.4 is several years past end of support.
3. You haven't presented enough information to know if it's normal or
not. For some setups, it could be normal. For others, it could be a
sign that one or more processes has run amok. But no one here knows
how your server is set up.
4. If, after reviewing everything for point 3, you believe you've
found a bug or problem with the version of Subversion you have
installed on your server, the default answer is going to be "upgrade
to a supported release."
