I am experiencing a very similar problem with Windows XP SP3. My issue is with the command line, however. When I type the cmd command for committing a single file, the commit window pops up but with nothing in it. When I use the cmd command for committing a folder, it works just fine. Interestingly, the shell extensions all work fine.
