Here's what worked:
For each of these registry keys, set owner to administrators (right-
click > permissions > advanced > owner), then grant full access
permission to administrators:
HKEY_LOCAL_MACHINE\SOFTWARE\Classes\Folder\Shellex
HKEY_LOCAL_MACHINE\SOFTWARE\Classes\InternetShortcut\Shellex
\ContextMenuHandlers
HKEY_LOCAL_MACHINE\SOFTWARE\Classes\Installer\Features
HKEY_LOCAL_MACHINE\SOFTWARE\Classes\Installer\Products
HKEY_LOCAL_MACHINE\SOFTWARE\Classes\Installer\UpgradeCodes
I'd disabled UAC (http://technet.microsoft.com/en-us/library/
cc709691%28WS.10%29.aspx) previously; don't know if that was necessary
for this to work.
