Old friend new furstation

I have stumbled upon an old friend with a new frustration (misspelling
intenshional).

Error: Commit failed (details follow):
Error: Directory 'C:\Source\Suchandsuch\Mysource\Myproject' is out of date
Error: File not found: transaction '64-24', path
'/Myproject/tag/demos/demo111219'
Error: You have to update your working copy first.

We are versioning through the file system, our Subversion links are to:
"file://servername/Svn/Repository/Myproject/trunk" and so on.

I have troubleshot the issue and have checked out a fresh copy from the
trunk no problem. Then I attempt to branch/tag and I get this error.

Things I might like to check:

* I am running the latest TortoiseSVN 64-bit software through Windows 7, for
what it's worth.
* File permissions; this is running through a file system and not through a
proper Subversion server.
* The other thing I'd like to pursue is to import the projects from the file
system to a proper Subversion server.

With the security that is running here, it seems to me this is a permissions
issue, but I could be wrong.

Suggestions? Recommendations?
