Merge from revision graph

Less than 1 hour ago, I performed a merge by right-clicking on a revision in the revision graph, and selecting "merge to", then selecting the target working copy.

Now, no matter what I do, I can't seem to get the "merge to" menu option to appear in the revision graph - what am I missing?

On a somewhat related note, I can open the revision graph from the repo browser, but when I try to open it from a working directory context menu, nothing happens. Is this a bug?
