I realize I didn't provide my solution.
The issue was that our ms buildtasks scripts were pointing to Program Files (x86), and svn only recognized that I could install the 64 bit version.
I manually copied the Subversion Client folder from my Program Files folder to Program Files (x86).
There are other solutions that could have worked better, such as trying to get all our hardware on the same spec and updating our build task scripts, but this worked.
