Checkout failed with TortoiseSVN

Dear Sir or Madam,

I am trying to install the open source version of Delft3D. They based their Subversion server documentation on TortoiseSVN.
I was following the indications below:

Using TortoiseSVN (Windows only)

TortoiseSVN is a convenient SVN client for Windows that integrates with Windows Explorer.
Go to Windows Explorer (hit WIN+E or right-click on the Start button and click Explore), and create a new folder in a location of your choice. You may want to name it something like "delft3d_repository."

Right click on that folder and choose "SVN Checkout". Use The URL of your choice, for example "https://svn.oss.deltares.nl/repos/delft3d/tags/4.00.02.0423<https://svn.oss.deltares.nl/listing.php?repname=Delft3D&path=%2Ftags%2F4.00.02.0423%2F&#a285c4bdbd1919e3d267a4a8097e700f4>". Click "Ok" to download this version of the source code.
You will now be prompted for your username and password (these are the same as your credentials for the community environment).
The download will start automatically.

While doing it, I received an "access is denied"-error message (attached file). Could you help me to solve this problem?
