"Encountered Improper Argument"

Build 1.7.2.22327
Environment: 64-bit Windows 7

Problem: TortoiseSVN gives an "Encountered Improper Argument" error when
it sees an invalid server certificate for the first time. The issue can be
resolved by using the command line for the first time, and permanently
accepting the certificate, after which it works as expected

Steps to reproduce:
1. Right click directory, SVN Checkout
2. Enter URL and directory
3. Click OK
4. Error appears.
5. If you click Repro browser, the entire application crashes
6. "svn co --username xxx url"
7. Accept certificate permanently
8. No more problems with that server
