   What should I look at?

   Again, watching Wireshark shows me that all connections/requests from
TSVN have completed cleanly after the initial half a second or so, and TSVN
makes no further attempt to connect during it's frozen state.

   This is using HTTP to a test box which is receiving no other requests, so
I'm not convinced it's a server load issue.

   I see to problems when accessing a similarly (if not larger) repo. that
happens to have no externals. Others with externals exhibit the problem
(and the example I'm using has 22 attached to trunk [with only one other at
another level & not under trunk]).

   I did look at maybe getting TSVN built for debug, but got scared off by
no. of the secondary install deps!
