The ones that come with TortoiseSVN 1.7.1.

Unless you uninstalled the 1.6 CLI utilities, they're still on your
system. And unless you put c:\program files\tortoisesvn\bin (I think
that's the path, I don't have Windows available right now) into your
%PATH% *ahead* of the location of the 1.6 version (if it's still
installed), the 1.7 CLI tools won't get called unless you specify the
full path at the command line.
