TSVN 1.7.1: Can't create "New Folder"s (workaround present)

Using the Subversion Library feature, the User is unable to create new folders when navigating using the library. The "New Folder" button of Windows Explorer is not present, and the Folder option of New in the context menus is missing.

Workarounds:
1) Navigate to the actual folder that the Library is mapped to and create the folder there (context menu or button).
2) Use the folder hierarchy to navigate to the current folder and use the context menu there to create a new folder.
