1.7.1 + commit multiple folders from top level

I've upgraded to 1.7, then 1.7.1, and the behavior in 1.6x that allowed me to right-click a top level folder, select commit, and see all the changed files in the subfolders (multiple levels down) available for commit seems to be missing.

Is this a new feature, a bug, am I missing something, or is there a way to turn it on again?

Basically, it suited my workflow to have multiple files open from different subfolders, make changes in them, then in a explorer window, right-click the top level folder, select commit, then could commit all the changed files at once. I can't seem to find a way to get this behavior back.

I've also noticed that in subfolders a few levels down, there is still a .svn folder, cleanup doesn't seem to remove it, could this be causing the issue?

Windows XP, SP3
Tortoise 1.7.1
