I think he's referring to the second purpose: "allow the user to organis applications on the task bar regardless of the order they were started", which makes sense for TSVN. E.g., if you always want TSVN to be at the left of your taskbar, you can pin it there, then when you start it from the Explorer context menu, Windows will put it where it was pinned, instead of to the right of the existing taskbar buttons.
