Sorry, but the icon overlays have absolutely nothing to do with the
commit dialog or entering a log message. Changing that setting will have
no effect at all.

And here's your problem: sldShellExtServer.exe is the app that's
blocking something. And sldShellExtServer.exe is from SolidWorks
(SolidWorks Shell Extension Server).

Please report the problem to them.
