'Compare with base' does not use repository copy when there are no changes

1. When I choose "Check for Modifications", I have several files that are in a named changelist.
2. Several files in the changelist are modified; however, one file has a "normal" status.
3. I select all the files from the changelist and choose "Compare with base".
4. The one file that was in "normal" status shows the path to the local working copy on both sides of the comparison.

Prior to version 1.7, the comparison would have created a temporary copy of the file from the repository.

The problem is that, if I make changes to the working copy, the changes are made to both sides of the comparison (I view my comparisons in BeyondCompare). Now I can no longer see the differences from the repository unless I reselect from the "Check for Modifications" box.
