Revision conflict with xla/xls files

We are using turtoise svn and are having problems when someone locks a xla
excel file for editing. It is not always updated to the last revision when
locking the file so sometimes the changes in the last revision are lost. So
the file is locked but not updated.

Can this be caused by excel being open when locking a file? should turtoise
not inform me that the file is open?

Does anyone have any ideas how to prevent or solve this? Thanks in advance
for any input!
