Warn upon attempting to merge a previously merged revision

Hello,

I am working on transitioning my company's source control from Visual Source Safe(hah!) to Subversion. As part of this process I need to make sure our integration/release manager's job is doable and as painless as possible.

We have run into a few hiccups but the only one I haven't found an answer for so far is a way to make TortoiseSVN give a warning when she tries to merge a revision that has already been merged.

Is this possible? I realize it might not be as SVN may just silently skip the changes without giving any warning or feedback.
