W7 library loses command buttons

When I change the folder order by right clicking the Subversion library, selecting properties and dragging a folder to a new location, I lose the svn command buttons. I am able to restore the buttons by using the Create Library button under General in the TortoiseSVN settings.
Anyone else have this problem, or anyone know how to prevent it?
