Thank you for responding. - I downloaded and ran the 1.7 upgrade again from a different location - and rebooted. The TortoiseSVN about now indicates that it is ToroiseSVN 1.7.0 and Subversion 1.7.0.
I did the Upgrade working copy from a root folder on my PC and now I see the icons. I just hope I didn't hose anyone else who might not have been in the mood to upgrade... Guess I'll hear about it if I did.
