I'm pretty sure that your configuration is not correct and that Chrome
is not your default browser (or at least not fully configured as such).
Because TSVN uses the shell to simply open urls.

You can try the same: hit the Windows key and R (Win+R), then type any
url in there with no other command. Just an url. Then hit enter.
What opens there is the default browser...
