Hmmm... I found those network setting options and opened in a text editor. Assuming that the '#' character indicates a comment, the whole file appeared to be commented out. So I added a section at the end which looked like this:-

[servers]
http-library = neon

I then re-booted, deleted my previous checkout folder (from this morning) and tried a fresh checkout from the same repository. However I still got exactly the same problem. The error message says:-

Error retrieving report (108): Unknown error

i'm using TortoiseSVN v1.6.99 BTW (about 3 months old). One thing that puzzled me was that one of the comments from the above thread seemed to indicate that the settings were client-side options. However the file itself states, "this file specifies server specific parameters".
