I use "svnadmin hotcopy command or svnadmin dump" to copy the repository. Once the repository is moved to server2(D:\Repositories) I manage the access rights through Visual SVN server manager. After migration of repositories I could not see the user list which was there on server1. I have to manually add the list of users once again. So isn't there any command which can copy the list of users associated with the projects' repository.

TortoiseSVN does not have a list of users. That must be a VisualSVN
feature so you have to ask on the VisualSVN mailing list instead.
