The svn:externals definitions are versioned properties on directories,
so everyone checking out the directory with the svn:externals property
will get the externals (except when she checks out with "ignore
externals").

See the svn book on more information about externals. They are a common
tool when some resources outside of the project are needed, e. G.
SharpSVN uses it to fetch the sources of putty plink.
