Commit Failure on Windows 7

While attempting to commit a file, an error message appears stating "sh.exe stopped working". After clicking the "close the program" button 3 times, SVN reports an error: "Can't commit without a log entry" even though I'm sure I wrote text into the message field. If I try to commit the file again, the "sh.exe stopped working" error message appears again, but SVN reports a different error. This time, it says "You must be in a repository group to commit", even though I'm sure I have access to commit files. If I continue to commit the file, it will eventually work. This problem only occurs on Windows 7 and not XP. I have the latest version of tortoiseSVN installed (1.6.16). The full error logs are attached. Thank you in advanced.
