The stable branch (1.6.x at the moment) only receives bug fixes, no new
features.

New features are released with 1.7. That TSVN release will occur within a
few days after Subversion 1.7 is released. And that is scheduled 'real soon
now' :D. I am personally not actively monitoring this, your best bet is to
look at the Subversion project pages: subversion.apace.org.
