Root folder refreshs non-stop when svn:ignore against a folder

In explorer, a working copy root folder refreshs (and with overlay icons flashing) non-stop when:
1. There's a svn:ignore against a folder directly under working copy's root
2. That ignored folder is present.
3. No other local modifications

The problem is stopped when:
1. Browsing one more level deep in any folder
2. There's a local change in any file.

Specifications:
Windows Server 2003 32-bit
TortoiseSVN 1.7.0 Beta-2
