I have reproduced this w/ TortoiseSVN 1.6.99, Build 21735 - 32 Bit ,
2011/07/28 20:35:52 on XP SP3. See attached.

When I attempted to edit the file, I was required to get a lock
(svn:needs-lock was set on the file). However, I couldn't actually GET
the lock until I unchecked, then re-checked the file in the Lock File
dialog.

I tried a second time (to get a screenshot of the Lock File dialog)
and noticed that the checkboxes don't appear at all after reproducing
the original issue.

I RDP into the system I used for this test. I wonder if this might be
related to the Windows video subsystem somehow.
