This was necessarily true in SVN 1.6, when the information was lost due
to the .svn directories in the subdirectories being missing.

In SVN 1.7, this can be handled better, as all the necessary metadata is
available.

And with commandline svn 1.7, I can revert foo and then foo/bar, so I
see no reason for TortoiseSVN to forbid me to revert foo.
