Why does "Add..." to working copy automatically set "svn:needs-lock" property?

Hello Tortoise SVN users!

I have a question regarding the "svn:needs-lock" property. Whenever I add a new file to a working copy, Tortoise SVN automatically sets the "svn:needs-lock" property. Why?

I can't figure out. I searched in the [auto-props] of the svn config file used by Tortoise (you can open it via Tortoise SVN -> Settings -> General -> Subversion configuration file -> Edit), but there are no auto-props defined. When I do a "svn add foo.txt" via command line (Cygwin Bash on Windows with svn version 1.6.17 (r1128011)), no svn property is set on the file. So it seems to be Tortoise SVN who adds the needs-lock property.

What else could it be? Any help is appreciated.

PS: I am using Tortoise SVN Version 1.6.6.17493 on Windows XP.
