Win7 x64 could not open installer package

I tried to install the TortoiseSVN-1.6.16.21511-x64-svn-1.6.17.msi package on a Windows 7 box with 64bit. As I tried this I got an error message ........
This installation package could not be opened. You can check the manufacturer of the application, whether it is a valid Windows Installer package.
Any help will be appreciated.
