TortoiseSVN comes with its own copy of the Subversion library, so you  
do not need to update Subversion to use TortoiseSVN.
Just be careful that if you want to use the same working copies, you  
need the same major/minor version, e.g. 1.6.x, but you do not need the  
same exact version of the Subversion library. Of course, if an older  
version of the Subversion library has serious bugs for you, you  
probably will have to update too.
If by Subversion version, you mean the version of Subversion on your  
server, then that is another problem. Subversion servers typically  
work with any version of a client with a Subversion library of the  
same major version (of course in that case not with all features.)
