RFE: hyperlinks in commit dialog

The enhancement I'm requesting is to transform URLs to hyperlinks in the text
from stderr in the commit dialog.

The motivation for this is that I put URLs in the failure messages for each
of my hook scripts. The URLs point to wiki pages that have more info on how
to resolve the error. It would be a nice little enhancement to have these
URLs click-able in the commit dialog.

Tested with build 1.7alpha, build 21702 .
