TortoiseSVN links directly against the subversion libraries, so it does
not come with a svn.exe.

http://subversion.apache.org/packages.html#windows lists some possible
downloads for the command line binaries, and SharpSVN EX download also
brings a svn.exe.

The svn command comes with a help (call "svn help"), and the svn book
http://svnbook.red-bean.com/nightly/en/index.html explains it in all
glory details.
