Why doesn' t the TortoiseMerge use UTF-8 to merge?

I have got a patch file from my team memeber. But when I applied patches to
the project, I found the new added resx achievement was not use UTF-8
Encoding but ANSI Encoding. But in the TortoiseMerge the text are correctly
displayed.
I just changed the settings to use UTF-8 but it seems doesn' t work.
