On Commit I Get - Error: Illegal repository URL ''

Exact error message is:

Error: Commit failed (details follow):
Error: Illegal repository URL ''

I have read the other posts on this in the group and tried all the
solutions but to no avail. my working copy is not corrupted and
appears to contain the correct URL for commit using "check for
modifications".

Details:
Windows 7 x64 Ultimate
TortoiseSVN 1.6.16, Build 21511 - 64 Bit , 2011/06/01 19:00:35
SVN server 1.6.9
Checking out to "C:\Users\<my name>\SVN\"
URL is "svn+ssh://<my name>@<servername>/svn/<repo>"

It should be noted, that this only occurs if I try and check in the
root working directory. If I check in each modified file separately,
all checkins will succeed.

Any clues?
