RE: Icons overlay does not work for svn:needs-lock property (1.6.99)

Probably too many other overlays in use.

Doesn't mention needs-lock in the explanation at the end of how TortoiseSVN drops overlays if there are too many already in use, but it is lesser priority than Normal, Modified and Conflicted.
