Distribute TSVN "setup"

Hi,

A "newbie" question - if we wanted to bundle up a standard "setup" for a
development team - so that all developers had the same initial TSVN setup so
it matches the "how to" guides/documentation that we are creating - would we
do that by customising the MSI file? Or is there another/better way?

By setup I mean context menu entries, diff tools, network proxy settings,
global ignore and/or properties etc.
