TSVNCache.exe does not start

We're running Tortoise SVN version 1.4.8 at our company. The
installation is pushed out to the users after they request to have it
installed. A small percentage of users do not have the overlays
showing correctly using the "Default" option, but they will show when
"Shell" is selected.

The reason this is happening is because TSVNCache.exe, for the
impacted users, is not being started automatically when the user
browses to his/her files. It is possible to manually start this
process, and then everything works correctly; we've been doing this as
a work around for the people who are impacted, but there has to be a
fix.

What could cause this to happen? Is there a way to fix it?
