That is the right file. Just install it to update your installation.

Probably not, but if the icons or context menus disappear after
updating then you may need to do this.

One big fat warning. The nightly build is based on SVN 1.7 which uses
a completely different working copy format. After installing the TSVN
nightly you will be prompted to upgrade your working copies to 1.7
format when you try to access them. Once you have done that they will
no longer be readable by any SVN 1.6 or earlier client. If you only
use TSVN then there will be no problem, but if you need to use other
SVN clients on the same working copy then you should not use the
nightly.
