Apply Property Recursively doesn't do anything

There are other threads about this, but for some reason I am unable to
reply to them. I'm having the same issue that they are: change an
svn:ignore, check Apply Property Recursively, hit OK. Look at
subdirectories and the property has not been applied. Looks like it's
been broken for some time.

I suggest removing it until it works.
