tortoisesvn.net link to "SubWCRev" tool is broken - also, is the bundled version statically linked?

First: the link to "tools" on the homepage is broken. It goes to the language pack. You have to navigate to the /tools/1.6.7 folder on sourceforge to find the SubWCRev install file.
Second: I want to include the subwcrev.exe in my project so that I can add it as a pre-build step in my project, and all developers will be able to execute it w/o needing tortoisesvn. Is the version bundled with tortoisesvn self-sufficient (statically compiled)? I read somewhere that the bundled version is not, which means I can't use it.
